Way late, but no, not really. Walk cycle is literally a repeat walk (re-using the same material). You're correct in raising this point with this clip, as it's not re-using the materials for a loop, but it's a unique walk in perspective. There is currently no "walking" tag on this booru though, so we have to make due with the current tag (or go through hundreds of clips changing to a new tag), even though technically its misleading.
"Walking" tag is used as an alias for "walk_cycle", so yes, for booru tagging purposes it's considered the same thing, even though technically it isn't
