For a long time, most of the early Lantz Oswalds have only existed via low-res telecines with hard-baked timecodes. Universal probably won't do anything about it since they are exceedingly rare and obscure, but a guy can dream

This MKD? He's credited on the episode and those droplets/tiny lines from the punches are something he often does
It's Takashi Tomioka's work

Animation director was Satoshi Ishino so this is probably someone NC from Hercules again. Again, possibly Saito. I dont think its Watabe, nor Kato.

Ryoji Nakamori was the animation director for this episode

he didn't do any genga himself but his influence is clearly here.

2nd cut should be a NC Studio Hercules animator (Hisashi Saito?)

first cut too possibly, or it could Satoshi Ishino (see comments of post #43149)

Great cut by Sushio. Loved this whole episode!
The 3rd and 4th cuts are so impressive

I know that Chiba was one of two ADs for this ep, so it's possible that something looking like her work could just be the result of her supervision, but is it possible that this could be her genga as well?
