Michinori Chiba doesn't really have any history of anything this eccentric as of writing, but at the same time this is the most Studio Hercules looking scene ever so I wonder if someone like Fuminori Kizaki went NC.

Not actually sure whether to tag cgi or not - the initial transition of the crumpled paper and the end of the creatures' transformation use digital morphing, the falling paper airplanes appear to be textured 3D models, and the glowing debris at 0:39 and 0:52 use what very much looks like pre-rendered particle simulation. But it's also not too significant to tag... hmm

Edit: just saw that a Pokemon clip (post #233068) has similar significance wrt the background CGI usage, retagging

Considering he designed this car and was vehicle AD + KA for this one episode only, I think this is most likely just Sugiura's work. The only other notable scene with it isn't as strong and partially ignores his design.
