This is most likely either Yuu Kobayashi or Sayaka Koiso. Either seems likely though I'm leaning on Koiso for the Punch and Kobayashi for the previous cuts. A shame the compositing obscures the fire effects.
Satoshi Kon says that Michiyo Suzuki redrew Inoue's mobwalking (#163211) animation from Tokyo Godfathers, but with summer clothes. I tagged artist_unknown for the character acting animations because I'm not sure if this is Suzuki's work. Also, the mobwalking animation in the 3rd and 4th cuts might not be by Suzuki-Inoue.
I don't suppose there are any credits for this floating around? Nakaya Onsen's prints are all over this thing so I'm having a hard time telling what's his work and what's anyone else's lol

No list yet, but Onsen said on Twitter to be patient. I imagine we might have to wait until the game releases in September.
I wasn't paying attention at the time so I'm not sure if parts from this episode were already trialed and deleted. If that's the case, please let me know.
