The first one has a chief animation director border and the rest just have a reg black one but it doesn't really make a difference in this case. He was assistant director episode director just multiple levels of "I can redraw this".

Yes, it can happen. However as Kam pointed out, the situation here is more complicated. Yamasou is AD and assistant episode director too so he just used the CAD sheet regardless. AD correcting the BGLO is a bit more common, especially when they retake the entire cut like he did here. And it's even more common for an episode director to do it.

tl;dr you can't really call this a case of CAD correcting BGLO.
 
If you have a source, comment it. Even if it's confirmed privately it's better to state that than nothing, otherwise it looks like unreliable guesswork.
