The handwriting changes at 0:24, so my guess is Suzuki did the villain cuts and Hattori did the rest

Always thought about Suzuki at 40s but at the same time the cuts where Rody falls look absolutely not him from my point of view, at first I assumed that Suzuki had just made that single cut and when it makes the transitions to Rody it's another animator.
