'dolly zoom' effect aka 'vertigo effect' is the closest to it

The draft credits Shamus Culhane alongside Norm Ferguson on the last cut. Other than that, everything else is 100% Culhane

Culhane also created Seabiscuit's paper model and filmed footage of it, which he then rotoscoped
 
 
 
I'm pretty sure this involves some rotoscoping or reference footage. Has that look to it.
