The cuts from 0:23 to end looks like it could be Masahiro Shimanuki. I see that he's a credited KA so these could be the cuts he did.

I'm going to put him and add a presumed tag since there's no confirmation, but from looking at the art and the dust effects, it looks a lot like his work.
OMG, I actually see it, and I can't belive I didn't see it erlier. If it is him, the it's so wierd seeing him be so fluent, Althought he was always good drawing beasts.

Now that you point him out, I'd argue the entire thing could be him, but he was definitely corrected by someone. Maybe Shuichi Ito or Masayuki Sato himself?

It could be Sato corrections, but Shuichi Ito isn't credited as an Assistant Animation Director, so I don't think it could be him. I just don't know who could have specifically corrected his work, but I can tell Shimanuki's distinct art, so there wasn't that heavy of corrections.
