Most directors in anime actually start in animation (although not all of them continue in a key animation role long into their careers). If you want to see more of Anno's work, you can click on his name on the left side of the post. His work on Daicon IV is particularly incredible in my opinion

It's just a feeling but as I understood through the years it's quite common, actually kind of the norm in animation to be multitasking, more than say in live action moviemaking ^^

Also damn that flower petal nuke sequence in Daicon IV is something incredible! :D
