While I'm not trying to say that Naotoshi Shida animated anything for Pokemon, the timing at 0:04-0:05 very much felt like his technique to me - an extreme slow motion-like effect with Mankey's punch settling, followed by a fast forward-like snap in Cyndaquill's counter.

That probably means you're seeing Masaaki Iwane. Him and Shida both worked on Dragon Ball, so their styles have similarities (in their older works before Shida's style became far more distinctive)
