It's possible and I thought about it, but it's drawn very differently from everything else he did on the film, and the effects seemed a bit different, so I wasn't convinced. If I'm wrong, I'll just recut it :)

I thought it was confirmed that Frieza's acting scene here was done by Naoki Tate.

Nah, nothing like his work. Character art, timing, and smears are totally different.
