Motosuke Takahashi's Studio Dootaku used a system where Takahashi (as sakkan) would draw all the layouts and roughs for an episode and then the people credited for genga would clean up his work in the form of doing 2nd KA. I cannot 100% guarantee it but I think there's a strong possibility this upload is just Takahashi.
