is it just me or these particle effects made with (not certain but 99% sure) brush spraying ink are very very typical of GAINAX works?
I imagine others did them, but to be honest almost every time I saw this thing it was from one of their anime

it was fairly common with them, there are remnants of that in ex Gainax staff like Mahiro Maeda's work even in the modern day post #199621
