Why is hayashi constantly tagged and detagged? If hes being tagged without the presume tag that means someone must have contacted him so whoevers tagging should have a source, it would be nice if people commented their source so this doesnt happen so much.

Just check the post history to see who tagged a post. As you can see AD: Yuki Hayashi was added, this means the scene was heavily corrected by him. Original key animator is unknown.
