Seems like this is Habara's work. Seo's sakugwiki page says he stops right before the "joushiki to iu megane de" part. It also states that animage's solo KA credit for the OP was incorrect.

OP：冒頭～「常識という眼鏡で」の直前まで。当時のアニメージュに原画としては一人でクレジットされているが、EDクレジットを見るにおそらく一人原画ではないと思われる。
