Relatively small KA list but none of these names jump out:
Hayakawa Jun, Yoshioka Masaru, Nagamori Yoshihiro, Yamada Tatsuo, Kawamura Yoshie, Jeong Se-kwon, Saito Akihide, Sugai Emi, Takaoka Junichi, Aoi Kiyotoshi, Oishi Tatsuya, Serizawa Ken'ichi, Irie Kenji

best guess would be Junichi Takaoka, as Oishi's scene is already known elsewhere in the episode and this looks nothing like Yamada nor was he much of an action animator at this point I'm pretty sure.

I believe this is also NC Yoh Yoshinari, though the second half is probably different

Oishi has a note on his page for:
「陣がダウンした後あたり」which would exclude him from this scene, though there's no source on basically any of his notes.

I second that. First cut is definitely Yoh
