Based on Hashimoto's description, Okiura's scene should be around here, but Mitsuhisa Ishikawa mentioned Matsubara drawing the scene where Noa fires the shotgun in a 2018 talk about Patlabor the movie, so I kept both.

According to his(Matsubara) own account of “anime style event”, this is reliable information.It seems like Hashimoto have misunderstood it.

沖浦　最後に遊馬が「野明ーっ！」と叫んで、アルフォンスと零式が床をぶち抜いてズドンと下に落ちて、零式の顔のアップの前に破片がバラバラバラと落ちてくるまでです。あとは「もうダメだ」と言って返しちゃいましたけどね。

沖浦　10何カットか送られてきていたんですよ。でも――あの時は何をやってたのかな――とてもできる状況ではなかったんで、なんとか３カットはやったという感じで。

post #167887 is without a doubt Okiura's hand writing, so he is in this scene in some capacity

Hashimoto and Okiura both mentioned that he joined late/wasn't able to do a lot, so I would guess that he just picked up a couple cuts for Matsubara. imo besides the last one, the two close-up cuts in the middle of the scene (0:36 - 0:39) look like something he might draw. Most of the scene should be Matsubara's though.
