Gonna change my guess here. i'm almost certain its Nishiya or Matsumura, no one else on the team even remotely fits the bill. Leaning much closer to Nishiya as the shapes in the explosion look much closer to his.

He might have done the other bit of effects work after this as well, but that scene is different enough, that I think its a different animator, the other post is maybe Matsumura.
