Was debating on whether or not this was either Naoto Uchida or Shotarou Tamemizu, but I think 0:04 - end might be Tamemizu based on how the smears are drawn at the very least. Going off of (post #36867), (post #127483), and (post #63002) for reference.

He could've very much done the first two cuts as well, but they look to be done by a different person imo so leaving the artist_unknown tag for now.
