that cuz it really is! The direct-to-video films around this time where done by Mook Animation who also did a lot of other overseas stuff that had that anime style animation (and just art style): SWAT CATS season 2, Æon Flux, Street Sharks, ect. That's why you get a lot of japanese artists showing up in the tags.
