I thought the same every time i saw this moment. Hisada and/or maybe shimanuki. This episode was made by Maeda's team but maybe they needed some help or who knows.

Remember that on the 80s not all animators where credited, just the main ones, because there was a certain limit on the KAs limit to not be longer than 2-8 animators.
