Can someone explain a little bit what "Flash" is used for ?
I know that Lu and Devilman are the only Yuasa with "Flash" animation, and I can sort of see the difference from those two and Ping pong / Tatami Galaxy, but what exactly is Flash ?

Ping Pong and everything after it is using Flash.

I suppose that they use the "Shape" tween for inbetweening. Keyframes are hand-drawn, then character gets structured by separate forms (masses) depending on the movement: those masses are redrawn as simple shapes on different layers, for each keyframe. Then the "shape" tween automatically makes a smooth change of those shapes, so creates inbetweens. I can be wrong, but that's how I would do it.
