I'd love to see the genga for this scene. So much complex shading.
The animation of the mechanics here is the best I've ever seen. They're actually animating the contours in the metal properly instead of being lazy by just moving the outlines as most stuff typically does.

shortcuts aren't usually taken out of laziness but a lack of expertise and skill needed to do it properly. Especially because as time goes on the number of mechanical specialists in animation becomes fewer and fewer.
This scene is truly awe inspiring! The mechanics are my favourite part of Violet Evergarden. The series is worth watching for this alone, I must say.
