I would say most - if not all - of this sequence is Osamu Kobayashi's animation, based on the weird way in which Ganba and the other mice are drawn (particularly at 0:22), the unusual punching smears, and *especially* the use of ones from 0:14 onward to punctuate the actions (particularly through all that trembling).
