I guess she is Ako(Eiko Magami) from “Project A-ko” series.
“Urusei Yatsura” episode 151 was aired in Oct. 17, 1984.
At that time Katsuhiko Nishijima created “Project A-ko”(doujinshi, reference: https://wing-auctions.c.yimg.jp/sim?furl=auctions.c.yimg.jp/images.auctions.yahoo.co.jp/image/dr000/auc0307/users/9/5/0/5/zaku06r1a-img450x600-1500087850gphi4p7567.jpg&dc=1&sr.fs=20000 ) .
This doujinshi became a prototype of subsequent “Project A-ko” series.
