I believe there has been previous examples of in-betweening directly from storyboards skipping all those middle procedures. Read about it in articles on Flip Flappers.
Ishidate's boards would make it possible but not, it was regularly animated. They just prefer sharing the materials this was - see how the studio kept releasing senga books rather than genga.
