The storyboarding has the right idea...but the animation has no ferocity to its timing.

So who would be to blame then in this case? The timers, or Dr. Movie (for that matter, have they really produced anything booru-worthy until now outside of any inbetweening/painting they would have done for other clips on this site?)

Timing, but I think the overall problem is one of the project's mentality. How did the direct see this come back from Dr.Movie and then let it into the movie? How does this sort of thing keep happening with DCAU films?

DC just can't hire good animation timers and subcontactors. Not to mention that Dr. Movie's working on that new JL series and some anime projects at the same time.

Still a little surprised they went with them instead of Answer Studio or 4C. Though I doubt they'd turn in a good effort either.
Seeing what the result was when The Answer Studio worked on more than 1 DCAU flick last year i really hope they stick with one movie a year for them. The killing joke really suffered from the staff being spread out between it and Bad Blood.

I was surprised this wasn't MOI Animation however since the rotation usually shakes out with them on Justice League and Answer Studio on batman. I'm sure that animator at MOI who did the sick Cyborg scenes in Justice League War would have been a good fit for this material.

Me too actually, and honestly, I always felt MOI was the best studio on these things next to 4C. Even if they got a little stiffer over time (blame it on WB for that one though).

Then again, last I checked, both companies were owned by Madhouse. And I'm a little surprised WB never hired them to do a non-anthology DTV film for them.
Madhouse mostly works with Marvel, Anihunter.

Dr. Movie's also worked with Marvel too, between Madhouse's stuff (X-Men Evolution, those Hulk DTVs, the Marvel Anime) and both Hulk and the Agents of SMASH and the 2015 GoTG cartoon. Same with MOI, but to a lesser extent.

So I'm not sure what point is being made here.
I would love to have another Gotham Knight. Storyboarding, directing and animation should be handled in Japan if Japanese animators are going to be used. I would love to see the US staff aggressively pursue talented staff.
