Probably. Cel animation was on its last legs by this point (most of the major studios like Toei and Sunrise had already switched).

If I recall, this and GTO were Pierrot's last efforts before moving fully over to digital.
Isn't GTO using some digital effects too? It shows in the opening (lol dem effects). I wonder if Kare Kano is full cel or if some effects are digital (like, in the OP too). And I wonder when did Meitantei Conan switch from cel to digital, with the bad quality of the video it's hard to say if it's digital or over-saturated cels. I once thought that Ippo first season was digital, but the line work is definitely cel.

GTO did, but I believe the episodes themselves were standard cel animation.

Also, Conan switched over to digital full time around episode 284 (so roughly around 2002 or so). Though it experimented with the technique on and off since episode 96 (1998). Note that I'm going off the wiki for this info.
