Is there a name for the technique where they draw those shuddering lines right at the point of impact? They were used to great effect throughout this episode, particularly in this scene.

It's just an experimental post-processing effect that Yamashita tried, and tbh was quite annoying

Yes and not to mentions that's how Kishimoto illustrated those hits in the manga as well.
