when you say storyboard do you mean actual storyboard or rough layouts?
The Ohira energy at 0:35.8 is amazing
Like wtf is this, how do you fit this much industry talent in a minute and 15 seconds. Unreal.
i think jjk s2 (more specifically, shibuya arc) has had the best facial expressions ive seen. i rlly love onsen's happy sukuna face
All these animators have completed the original rough LO of Zhang right??
0:57.0 - Why are they getting teleported to the side of a building ?

Maybe that indicates an insane amount of rushed work, because there probably wasn't much time to work on the BD either and cramming this many people into one minute is not normal. Too many things like K1RO only doing a half-second cut make me think so. Some of these cuts also lack cohesion, like at 1:11 when they suddenly appear in an underground station to connect this sequence with Vincent's drop kick cut which comes right after. This is all still beautiful work but I'm just sad animators are being worked this way even after the production supposedly ended
I wonder if this was originally supposted to be all done by mr. Weilin.

I believe the lightstreaks indicate they are going SUPER fast and so it isn't out of the question that they broke into a railway station.

Can you answer my question?
In addition to the storyboard, is weilin responsible for this part of the Layout?
Yo Hai, Zhang did all the LO for this scene (minus the small Go stuff in the beginning). The thing is his LO was very rough which led those animators to complete his work, that's why the scenes by Tomioka or Gosso still feel like scenes done by Zhang, it's just that it was his rough LO.

Where did this news come from? Is it highly reliable?

It's more a rough to give some direction ideas to Hakuyu Go , like sou miyazaki made for Tsuchigami for ep16
To clarify, because there's some confusion and misinfo: Weilin both storyboarded and did rough LO for everything after Go's part. He was supposed to animate all 44 of those cuts himself, but didn't have time to finish them and couldn't return to the production. Everyone came together to finish the scene in time for the Blu-ray, and it feels a lot like Weilin throughout because it's based on his rough work and boards, so his style is heavily present. This info is sourced from people who worked on the episode.

Also, while cool that so many great animators worked on this scene, having fifteen people tagged when only two should have been if the production hadn't collapsed is not something to praise.

So who revealed this information?

Roccia just confirmed that the location switch is indeed intentional

No, I think it might have to do with encoding and cause this site would be at more risk for copyright issues, and also another thing to add is that it would feel very off when uploading audio clips with sound for cuts that have or include voice acting, sounds effects, music etc, especially when alot of scenes here are separated cuts (not this specific upload) like cuts on openings, because this is a site main focus being animation and not clips
What’s going on with the art direction in weilins part? It slowly transitions from a road to the side of a building with the characters not doing anything to get there.

Likely just done to get Sukuna and Makora from point A to point B to have the board make sense, as the scene is pretty nonsensical in terms of location changes. Ironically, it's the only cut in the SB video without a written explanation despite having the most perplexing transition of them all. "Dont think, just feel" as they say.
Genuinely one of the most insane sequences of animation I’ve ever seen in anime. I just love how raw and abstract the animation is as well as the absolutely insane storyboarding. It really felt like I was on drugs the entire time while watching this sequence. Weilin Zhang’s cut was done so much justice in this Blu-ray. Such a shame that we never got to see this in the original episode. Great job L-appa.
