I just can’t imagine it being intentional but pretty much everything else got touched up. Weird.

If I had to guess I'd say that they put most of their resources into finishing everything that is easily noticeable, like Sukunas mouth, or finishing Weilin's sequence, whitch I'm guessing was supposted to be all done by him but he didn't have the time to do it so they had to get everyone together to finish that. Since most of the animators working on the Blue-ray enhanced their own scenes, I'd assume that whatever animator who was responsible for this scene didn;t have the time to finish it.

Likely because it's on screen for under a second, I just noticed it because of this comment lol
Kai Shibata starts from zero or 0:03.1 and goes up to 0:19, these effects are recognizable from him...
