this is extremely reliant on good douga (which it has) but the base skill of the animator is also clearly very high

it honestly doesnt fit with anything else throughout the series so I'm inclined to assume its a NC job but at the same time-- maybe one of the Tatsunoko veterans that hardly animate modern action like Tsuguyuki Kubo, Tadashi Fukuda, Takakatsu Yoshida etc. etc.
