0:37 - 0:41 is Kenichi Yoshida's genga, no corrections were made to him. I would guess he supervised a lot of this scene (and probably did a few more cuts around there as well) as it's one of the few not completely redrawn by Hironori Tanaka.

I think Yoshida's Ghibli contemporary, Takayuki Hamada, also worked on this scene, as it wouldn't make sense for him to be corrected by anyone else.

Also the debris at the start was requested and mostly handled by Yokoyama, most of his episodes feature that kind of unique style.
