Think the layouts were drawn by Nobuyoshi Nishimura while animation direction was handled by Chikara Hashizume according to this tweet:

I read that as Nishimura did LO supervision while Hashizume did AD work.
But I'll tag him anyway for now.

This part of the video was produced by JC Staff, Nobuyoshi Nishimura drew the layouts for all the animations, and JC Staff animators were tasked to do 2nd KA for them, Nishimura probably did something pretty rough given that the animators were credited as KA, so tagging everyone is the best option, I've had confirmation that the taste of the animations is still entirely Nishimura, but I personally think that the work of animators like Fujita and especially Aoki are very noteworthy.

PS: Chikara Hashizume was not credited as KA but he cleaned Nishimura's LO as well, didn't bother to credit him as KA since he was AD.
