I'm gonna change this to Urata Presumed for now.

You know, i really don't think this is Urata. It looks a lot like Katsunori Kikuchi. The wind effects and motion lines as well as timing really remind me of Kikuchi. Looking at Urata's work it doesn't even have the smears or smoke Urata employs often.
