That's one of Leiji Matsumoto's stock character designs, his Japanese everyman characters look like that.

and this film perhaps sticks to that, many other adaptations have a different takes in Tetsuro’s design. ex. Masunaga’s take (post #35652)

You're right. In that illustration, he looks like he's going to grow up looking like Harlock.
