He never goes NC but Tsutomu Oshiro was on the episode (post #242215 / post #242217) and also wasn't credited, which means the entire studio was left off the genga credits for whatever reason. That studio being Arms/Studio Kikan which would eventually become Pierrot Plus, where at this time he would've been working on stuff like Ikkitousen. Bleach #149 which aired around this time also has 制作協力：スタジオ旗艦 with both Nozomu and Masami Abe credited, so it wouldn't be that much of a stretch to think Abe could have contributed to this one.

Also there are tons of comparables to his work at this time like the sparks, timing, the 1's at 0:15 and imo the effects in the last few cuts give him away completely.
