Yuuji Moriyama? Seems like he, Tadahiko Horiguchi, and the Studio Akabanten (more like a collective of animators and anime directors founded by Ryosuke Takahashi which Horiguchi was part of) are credited for this. He's the person who is most likely to draw like this imo.
