Thanks for the clarification, I wasn't aware that they were still following the traditional model. That does look like a bit rough of a genga to work with, but I guess you can afford it when most of your douga is still done in-house with proper training
Chances are that it got cleaned up before hitting douga, either by the same animator or by one of the specialists for that role. The studio has a bunch of people who used to do sakkan work as well as others with particularly clean linework doing this type of assistance. It's noticeable when it happens (especially on TV shows) because their credits are ordered by seniority, and every now and then you'll see that order "reset" and start listing vets like Rie Sezaki, Mariko Takahashi, Kayo Hikiyama, Kyohei Ando, Seiya Kumano, etc. Can also be a role for newbies sometimes instead, as an educational experience. Atsushi Saito mentioned that one of his greatest learning moments at the studio was working off Kigami's rough animation, which he felt he was basically perfect already and intended to train them.
