It's not unheard of, far from it in fact. Not to be rude, but Tanaka is nearing 900 individual posts on the site, it'd be disproven if you simply looked through his large body of work available to you, which will range from everyday scenes to the important scenes you're aware of. Animators often choose what scenes they want to handle themselves rather than specifically asked by the production, so of course you'll get a large range of scenes following his specific preferences, or what was simply available at the time. This doesn't mean he isn't asked to handle specific scenes from time to time, but it is often less than you're imagining, especially given his long history in the industry.
