is there a actual reason movie cuts r rarely voted highly on here, this is better than alot of stuff with 500+ score

Scores/votes don't mean much, its just a "popularity" score/votes, so stuff like popular action shonens series, or popular animators scenes will alway's gather big scores/popularity votes, even for weak works.
Movies also "generally" get less votes because less peoples saw them.
