Welp, I got bored.

Cut01: First frame was redrawn. Beam rotation retimed.

Cut03: Cut trimmed by 2 frames. Last 7 drawings have adjustments to Luffy’s mouth and teeth, also might have slight scale differences. Last drawing held for 1 fewer frame. No retiming

Cut04: Slightly cropped, Kaido has pan applied. No retiming

Cut05: No retiming, shot zoomed in a couple %. Drawing A7 corrected (chin shape, way Luffy bites lip). A8 omitted. 3 frames removed (1 start, 2 end)

Cut06: First drawing removed. Eye shaking was passed to the inbetweeners. Tongue wagging may have been retimed, but unsure. The positioning, framing, and scale of drawings were altered, but not the drawings themselves. A frame was removed from both start and end of cut.

Cut07: Slight retiming, B13 held 2 frames shorter

Cut08: Final keyframe redrawn

Cut10: First four frames of Kaido charging blast breath/smoke replaced and retimed, and 6 drawings removed before the two impact frames when he finally releases it. Cut ends up being 3 frames shorter with these changes.

Cut11: not retimed, but trims out 4 frames at beginning and one at end

Cut12: slight scale positioning difference (might be difference in camera shake)

Cut13: No timing or camera move difference, but genga is shifted slightly down and to the right in final

Cut15: 7 frames trimmed, major differences in positioning of genga depending on drawing, no timing or major changes to drawings themselves however

Cut19: After Luffy goes muscle mode, he yells instead of continuing to clench his teeth

Cut21: Surprised Kaido fade removed

Cut22: No retiming, but respacing. Genga is shifted over to the right by about 60% and then back to add more weight to the fireball’s rebound. Camera shake is different, slight crop as well.

Cut23: first frame added, last 5 removed, no timing change

Cut24: positioning shifted up some, slightly right, drawings and timing otherwise unchanged

Cut26: I don’t think timing was changed, but positioning, scale, and possibly rotation of genga was

Cut27: 6 frames longer, but both versions have 18 drawings, so this is retiming. Final few drawings redrawn

Cut28: last two drawings removed

Cut30: camera pullback timing is different, camera shake different

Almost all of the cuts are slightly cropped/re-scaled, and many have had positional changes to their framing that don’t impact the drawing/animation. Any perceived changes likely have to do with this and the addition of in-betweens. Outside of frame-by-analysis/comparison (what I did), you'd have to look at the timesheets to know if anything really changed with the timing.

Also worth noting: Almost every cut had at least a frame shaved off (Cut16 had the most, with 16 frames cut). This editing accounts for the 3 second difference between Weilin’s genga and the final product. This didn’t necessarily impact animation timing, but rather the overall flow of the scene.
