Based on how Bakabon-Papa is drawn and the timing of the movement, this is most likely Osamu Kobayashi's animation. His, Eiichi Nakamura's, and Hisatoshi Motoki's styles would diverge significantly in the episodes after this one; Nakamura's animation became exactly what you'd expect from the man who went on to be Doraemon's character designer and animation director for years (except more fluidly-animated), complete with various acting mannerisms that carried over to Doraemon's characters, while Motoki seemed to be the only animator at A Pro who actually tried to stay close to Tsutomu Shibayama's model sheets (albeit in later episodes he tended to square off the foreheads and add hatched shading to the character drawings).
