I don't know if this is too outlandish a guess to make, but NC Shinsaku Kozuma? Looking at the credits, I guess it could be Yoshiharu Fukushima too. There are a few other names I recognize like Yoshimitsu Ohashi, Susumu Nishizawa, Fumiko Kishi, and Masahide Yanagisawa. However, I am not knowledgeable about each of their respective styles, nor do I feel like this could be their work.
