Lenses.

How does a lense do that, the camera looks way higher than her at first until she grows in some frames

You can try to recreate the shot, filming with a smartphone, then you will see. I guess it's just a little exaggerated. Depends on your filming device, you may find a picture way more distort than that ^^

It just looked funny to me when you look at the frames at like 3s-4s looks like she grows

it's probably worth noting that the perspective when she's standing in the pool isn't quite right. That's why she seems to "grow" when she gets out. The camera is at a sharp angle peering downwards, there needs to be more spatial distortion in regards to her body with respect to the camera.
