This might be a stupid question, but when it comes to highly choreographed fight scenes like this, is every action we see in the final product dictated by the storyboard artist, or is some of it left to interpretation for the KA?

theres no way of answering that without seeing the storyboard itself

Just because this doesn't showcase his varied skill set, I wouldn't put it at #1 for weilin, but its still one of if not the best hand to hand combat scene I've ever seen. Flawlessly represents the separate fighting styles, and the varied combat techniques used. As well as being perfectly directed and choreographed, although a lot of that is on chengxi huang. But Weilin's execution of it is unbeliveable.
