in what step of production are these art designs used? isn't it the job of layout artists to draw how the background art looks? or do they just trace these art designs in their cuts?

As far as I can see, this is a concept design, to use as reference by the Layout and background artists. It obviously depends on the cut, but most of the time, as far as i know the animators draw without a background if the characters aren't interacting with it. If they are interacting with it, or have to pay special attention to the angle the characters are posing in, they usually draw over a background layout that looks something like this one. But there are also cases like in this cut: https://www.sakugabooru.com/post/show/156440 where the animator drew in a very rough background, to give a rough idea of the space the character is moving in.

This should be a BG settei, similar to chara or prop designs. All locations should have BG settei that the animators use as a reference to draw the layout (unless there's a 3DLO)
There are cases where there's no BG settei (like the location is not reoccurring and perhaps simple enough to not bother).
