i think it was done by: Kazuo Oga ( 男鹿 和雄 ).
osamu dezaki was a great director .. no, actually he was an amazing director !!
but i don't think he was that good at drawing!
Ohhh, I had always just assumed Dezaki was responsible for all of the pastel art in his shows.
osamamii Are you sure that the pastel art in Ashita no Joe 2 was done by Kazuo Oga? I've been on a binge of Dezaki anime lately, and all of his pastel art have the same touch, yet this is the only anime aside from the Ashita no Joe 2 movie that Kazuo and Dezaki worked on together.

enjoy! dezaki is one hell of a director be sure to watch Ace wo Nerae! the movie. anyways, pastel art - postcard memories - is one of his many ways in directing also there is the split screen which you can see in possibly all of his work and there is the : ( https://twitter.com/TheWolfSadness/status/647198158779367424 ) and many others. my point is : dezaki makes the call when to draw the postcard memories! that's it!

dezaki worked with many great artist like : Akio Sugino (杉野 昭夫) and Shichiro Kobayashi ( 小林 七郎 ) and you can see there influence in his work.

fun fact : the first anime to use freeze frames with watercolors was Grendizer ( https://twitter.com/TheWolfSadness/status/537330633203126272 ) according to : ( https://twitter.com/TheWolfSadness/status/581964818480922624 ) by : Akio Sugino and some other guy i couldn't find his English name nor the Japanese one :P

back to the main point! my friend : ( https://twitter.com/TheWolfSadness ) told me it was done by Kazuo Oga under the supervision of Akio Sugino. and Manabu Ōhashi ( 大橋 学 ) confirm it ( i'll make sure to post the source if i find it ) BTW my friend knows Japanese and he wrote about dezaki back in 2002 !! he loves dezaki so much! look at his twitter account xD.

For the record, Kazuo Oga isn't an animator but an art director (possibly why it took the supervision of Akio Sugino). This isn't surprising though, it's the background department that tends to handle these Dezaki Postcard shots - like Kaneko on that recent Luluco episode https://twitter.com/yujikaneko/status/731447086948835328

There's some interesting stuff in there, but yeah it seems like it was the key animators that did them like Sugino or Manabu. It looks like you're right on the money that Kazuo Oga did this cut from what they said in there about his style.
