This and post #150130 might be Makoto Nakamura. Smoke effects in the HF3 one are very similar to post #79823, post #179614 and others. The dark lines at 0:15 are the same as the ones around Gyuutaro at 0:10 in post #192375. He also has animated water very frequently in his other posts, and the effects and explosions overall look similar to his. The only problem I found is that in HF3 he was credited very low on the list of KAs, but he was at the very top for HF2.
