Yamashita was credited for genga (as etc.), it should be for most of this scene
The smoke looks like an old school cel drawing, so cool. I'm amazed nobody has been able to point out Ichiro Uno's cuts. As CD/AD/KA , he's done genga for 6 movies; 9 episodes of Naruto, 19 of Shippuden, and 19 of Boruto so far. Fascinated by the prospect of someone finding his cuts.

He draws strong still cuts, most of his work doesn't move so it wouldn't be on the booru

That still at :22-23 must be his work then, in which case he would be on the booru lol.

That's clearly Hiroyuki Yamashita's art, also you're misunderstanding how animation direction works. He corrects the faces but the animation (the movement) still belongs to the key animator. On the booru its the key animator who gets tagged, and the animation director is only tagged if the movement was changed or significantly transformed by them.

I guess I'm having trouble understanding why someone with his credentials doesn't have a single piece of original drawing worthy of being on this site.

Because they're two completely different skillsets. There are lots of artists who can draw attractive single frames, but struggle or choose not to string them together to make elaborate movement. Conversely, you have those that are keen on making drawings move a lot, but none of them happen to be drawn well or on model (and that's why the AD role and people like Ichiro Uno are such a benefit to the industry).
